BURBANK, Los Angeles County — October 22, 2026. Burbank residents now have an additional way to address City Council without traveling to City Hall. In a July 22 city announcement, officials said that beginning July 28, 2026, members of the public could make live remote comments through Zoom as part of changes under California SB 707.

Where and when does Council meet?

The city’s City Council Meeting Guide says regular meetings generally take place every other Tuesday at 6 p.m., with possible closed or study sessions beginning as early as 4 p.m. The physical location is City Hall’s Council Chamber, 275 E. Olive Avenue, second floor. The dated agenda determines the actual schedule.

Speaking by Zoom

The city’s new option is audio-only for remote speakers: their video does not appear during the broadcast. Join through the Zoom link in the meeting agenda or use the listed call-in method, and select Raise Hand before the applicable comment period begins. Remote participants count toward the total speaking queue, so the city does not reserve a separate longer time allotment for people joining from home.

One, two or three minutes?

Burbank’s rules vary by the total number of people waiting to speak: 1–20 speakers may have up to 3 minutes each; 21–39 speakers up to 2 minutes; 40 or more up to 1 minute each. The amount of speaking time is set at the start of the public comment period. The city says new in-person cards or remote speakers are not accepted after that period begins.

Written eComments have their own deadline

The City Clerk’s agenda portal provides eComment for specified public bodies. A written comment can be attached to a particular agenda item once the agenda is published; the city’s guide says the eComment window closes one hour before the meeting starts. This written channel does not substitute for joining the live speaker queue.

Where do comments belong?

General public comment covers matters within city business, including non-agenda topics. Public hearings and individual reports typically have more specific comment periods. Check the agenda before drafting remarks because a topic on the consent calendar may need to be addressed during general comment rather than at a later item.

Tip: prepare a 60-second version of your comment even if you expect three minutes; a crowded queue may reduce the limit. For assistance, the city lists meeting technical support at 818-238-5752 and City Clerk questions at 818-238-5851. Send documented observations to Burbank News.
